Location: RHEST's Head Office, Bishalnagar, Kathmandu with about 50% of time in field visits Duration: 1 year with possibility of extension (anticipated start from July 2023)

Background

Rural Health and Education Service Trust (RHEST) is dedicated to ending all forms of violence against women, including girl trafficking, early marriage, and child labor, and to promoting woman’s reproductive health. Currently, RHEST is supporting more than 12,500 vulnerable girls in the rural communities in 18 districts of Nepal in their education to reduce the early marriage, girls trafficking and child labor. Girl’s leadership and capacity development are other focused areas of RHEST’s programs.

RHEST is seeking a Project Officer for anticipated 3 years Project ““Empowering Girls and Youth in Rural Communities of Nepal to Prevent Human Trafficking”. Under the direct supervision of the Program Manager, PO will be responsible to ensure the successful implementation of the “Empowering Girls and Youth in Rural Communities of Nepal to Prevent Human Trafficking” project.

Responsibilities

  • Manage the project implementation: planning, implementation monitoring, reporting and evaluation of activities.
  • Guide and track project progress as per agreed timeline with higher impact in field.  
  • Document relevant data, evidence (qualitative and quantitative) for dissemination to wider audience  
  • Coordinate across field office staff and headquarter team to help ensure and track whether project is implemented according to the timeline to reach targets and minimum standards. 
  • Maintain effective coordination with government stakeholder, other like-minded agencies at local, district and provincial level 
  • Support Finance Team to prepare area wise budget and expenses detail.

Qualifications and Experience:

  • Minimum Bachelor's Degree in Law, Human Right or related subject with at least 3 years relevant experience; 
  • Good understanding of human rights-based approach and familiarity with existing Nepalese laws, legal system including core International Human Rights Treaties including the UDHR, CEDAW and CRC. 
  • Able to work effectively and efficiently under pressure and in a team for bringing the concrete results.
  • Sound knowledge of finance and administrative processes.
  • Excellent written and verbal communication, presentation & public relation skills in both English and Nepali.
  • Flexible and able to multitask on several different aspects of the projects.
  • Well-versed in Microsoft Word, PowerPoint, Excel and Google sheets, etc.

RHEST is looking for a Consultancy service on Social Audit.

Duration of Assignment: June 2023 to July 2023

Duty Station: Banke, Ramechhap, and Tanahu

Consultancy firms or individuals are required to submit the following:

  • Letter of interest indicating consultancy fee.
  • Concept note and budget in Nepal Rupees (NPR) to accomplish the tasks as specified in the ToR.

Job Title:  Director of Admin and Director (DAF)

Reporting to: Executive Director and Associate Executive Director

Job role

Role overview

As a member of the senior management team (SMT), DAF will lead the overall financial and administrative management of RHEST and its programs. S/he will manage cash flow, statutory requirements, procurement/logistics, financial forecasting, NGO compliances, asset inventory, and office maintenance/insurance.

Key Responsibilities

Budgeting, planning and finance management 

  • Leads the overall and program-wise budget planning and their review and consolidation. Ensures control of expenditures and distribution of resources in accordance with the organization’s policies and procedures
  • Analyzes organizational Annual Cost Recovery Plan and funding gaps and shares them with the SMT 
  • Guides the finance teams to prepare a budget of the programs and Partner NGOs(PNGOs) and to make budget for the new proposals

Monitoring and reporting 

  • Develops, monitors, reviews, and  updates the finance and admin status from the perspectives of cost effectiveness and quality assurance
  • Finalizes the periodic and annual financial reports drafted by the admin and finance teams. Ensures the timely discussion/s on the financial reports with the Executive Board and SMT and submits them to the  donors and government (when applicable)as per the requirement 
  • Supports the admin and finance team/s to keep up to date financial data and information

System (admin, finance, and governance) development and maintenance

  • Review the existing policies and procedures and make sure they are compliant with the donors, Social Welfare council (SWC), and relevant laws and regulations of governments and organization’s objectives and goals.
  • Recommends the E. Board and Executive Director for the making the required laws policies strategies and procedures, amending the existing ones if they fail to meet the requirements of the donors, Social Welfare Council(SWC), and relevant laws and regulations of the government/s
  • Ensures quality implementations of the policies and procedures of the organization
  • Provides periodic inputs and advice to the Executive Board and SMT for the effectiveness of the entire admin and finance
  • Leads the internal and external auditing and coordinates with the donor auditor’s comments and organization’s response

Staff Management and capacity development

  • Support the preparation of staff job descriptions and performance standards. Takes part in the staff recruitment, staff performance evaluation, team building and reward and punishment
  • Provides induction, training and monitoring to the admin and finance staff and make sure they are complying with the assigned responsibilities

Other institutional responsibilities

  • Contributes as a member of SMT to handling the staff grievances and workplace discriminations and abuses on any ground
  • Promotes Institutional development of RHEST by contributing to proposal writing, finding new funding and partnership management
  • Coordinate with the renewal of the organization and periodic monitoring of the RHEST activities by the government (SWC)
  • Helps RHEST give new direction or modify its working culture from the finance perspectives and based on the national and international practices and laws and policies

Personal Specific

Qualification and experience

  • A Master's Degree in Finance Management from a recognized University;
  • At least eight years of work experience in related field in I/NGOs and private sectors as a member of SMT 
  • Experience in handling large scale portfolios, financial and admin management, and admin and finance policies and procedures are preferred.

Essential Knowledge and Skill 

Knowledge

  • Good understanding of the project cycle management and financial monitoring tools and indicators 
  • Sound knowledge of the external (political , social, economic, and crises and conflict ) factors with the project management impact 
  • Good knowledge of the issues that relate to RHEST  goals and passion for gender equality  and discrimination-free society

Skill

  • Proven leadership and self/people management skills
  • Demonstrated ability to work under pressure and multiple strategic and operational priorities and to meet the deadlines
  • Data analyzing and presentations skills

Language proficiency 

  • Excellent computer skills (reading, writing, listening and speaking) both English and Nepali

IT Skill

  • Excellent computer literacy in MS Word and Excel

  • Flexible to take other additional tasks as needed by the organization

RHEST is looking for qualified candidates for the post of Program Assistant (PA) for its Headquarters in Kathmandu.

Duration of Assignment: One year with possible extension

Duty Station: Headquarters in Kathmandu with frequent field visits in the program municipalities.

Key Responsibilities:

  • Support Sr. Program Assistant in preparing monthly communication report.
  • Selection of letters, drawings based on various themes and share with the PMs.
  • Inform beneficiaries and schools about field visits and request for required documents via email, phone calls.
  • Build and maintain a good relationship with program-supported schools, beneficiaries and parents.
  • Identify issues of the supported girls reported through phone calls, SMSs. Prepare a short gist and share with PM.
  • Support program officer in preparing college letters, and other letters, documents as and when required.
  • Identify capacity needs of beneficiaries and program challenges while receiving and dealing with beneficiaries and report it to PM.
  • Closely monitor the communication details of beneficiaries and follow with the beneficiaries who are not in regular contact.
  • Listen to the beneficiaries, counsel them and if needed refer the case to the higher authorities. Proper documentation and follow up of such cases.

Qualifications

  • Bachelor’s Degree in social sciences, management, or any discipline.
  • Minimum of 1 years of relevant work experience.
  • Experience and willingness to work in the remote and underserviced communities.
  • Computer literacy in Microsoft Word and Excel.
  • Demonstrable written and spoken skills in the Nepali language. Good English written and spoken skills are desirable.
  • Good organizational skills with ability to prioritize multiple tasks and coordinate with multiple stakeholders.
