Since its establishment in 1993, RHEST has been working to promote women's and girls’ rights through various programs. RHEST in partnership with Chance for Change, UK is implementing "Empowering Girls and Youth in Rural Communities of Nepal to Prevent Human Trafficking" with the objective to prevent human trafficking of girls and youth in Nepal through engagement and mobilization of girls at risk in increasing awareness and advocate on the issue in their communities. This is a three-year project starting from FY 2080/2081.

Job Title: Finance Officer (Maternity Cover)
 

Reporting to: Senior Finance Officer-SGT Program 

Duty Station: RHEST Head Office, Bishalnagar, Kathmandu.

Duration: 4 (Four) Months only.

Salary and benefits: Not less than NPR 47K per month in gross.

Start Date: Mid-March, 2024

Role overview

The Finance Officer at Rural Health and Education Service Trust (RHEST) will be responsible for the financial operations of the Stop Girl Trafficking (SGT) program funded by The American Himalayan Foundation. Responsibilities include overseeing payment processes, reviewing finance documents, calculating taxes, managing staff travel claims, performing bank reconciliations, and ensuring accurate sub-ledger reconciliations, among other duties.

Key Responsibilities:

  • Ensure timely processing of payments to vendors, suppliers, and service providers.
  • Coordinate with relevant departments to obtain necessary approvals for payments.
  • Maintain records of all transactions and payment schedules.
  • Review financial documents, including invoices, receipts, expense reports, and purchase orders.
  • Enter the finance transactions in FAMAS accounting software. 
  • Ensure compliance with organizational policies and procedures.
  • Prepare monthly payroll for staff, including calculation of salaries, taxes, and deductions.
  • Coordinate with the HR department to ensure payroll data accuracy.
  • Calculate taxes as per Nepal government rules and regulations as applicable and stay updated on tax regulations and changes to ensure compliance.
  • Prepare and submit tax filings and reports as required by regulatory authorities.
  • Provide travel and program advance, verify against supporting documents and follow up with concern party for timely liquidation. 
  • Perform regular bank reconciliations to ensure accuracy and completeness of financial records.
  • Reconcile sub-ledger accounts, such as accounts receivable and accounts payable.
  • Review the Partner NGO’s financial documents. 
  • Ensure accurate recording of financial transactions in the general ledger.
  • Support audits and financial reviews conducted by internal and external auditor.
  • Provide financial guidance and support to other departments as needed.
  • Other tasks as assigned by supervisor.

Qualifications and Skills:

  • Bachelor’s degree in finance, Accounting, or related field.
  • Proven experience (3 years) in financial management and accounting roles.
  • Sound understanding of accounting principles and practices.
  • Proficiency in financial software and Microsoft Excel.
  • Sound knowledge of tax regulations and compliance requirements.
  • Good analytical and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to work efficiently both independently and as part of a team.
  • Experience in the nonprofit sector or similar organization is preferred.

1. Background

Rural Health and Education Service Trust (RHEST) is a national non-government organization. Since its establishment in 1993, RHEST has been working to promote women's and girls’ rights through various programs. Stop Girl Trafficking (SGT) and In Honor of Amar (Amar) are the largest programs of RHEST in addition to its other programs such as maternal health and nutrition programs.  The primary beneficiaries of SGT and Amar programs are the girls at most risk to trafficking, child labor, unsafe migration, and child marriage because of their vulnerable social and economic condition.  Aiming at preventing these girls from trafficking, unsafe migration, child labor, and child marriage, the SGT Program provides educational support to girls from Grade 1 till 10 and the Amar Program provides support to SGT Program girls for Grade 11 & 12 and Technical Education. Besides, the program-supported girls (Alumnae) lead community awareness campaigns to increase girls’ access to formal education, reduce school dropout and to end child marriage, girls trafficking, unsafe migration, child labor, and the long-rooted gender discriminatory practices.

RHEST is planning to organize an Advocacy Training with the objective to build the capacity of adolescent girls in Makwanpur and Kailali districts to enable them to lead advocacy, awareness activities in their communities to prevent human trafficking, child marriage, forced labor, exploitation etc.

2. Objectives of the Assignment

The objective of this assignment is to conduct Advocacy Training for Adolescent girls on human trafficking, child marriage, forced labour etc. After the trainings, the participants are expected to have clarity on conceptual understanding of advocacy, its major components, process, tools etc; knowledge about human trafficking, child marriage, forced labour etc. in Nepal; able to develop and implement advocacy plans.

4. Key Deliverables  

  • Design, facilitate and deliver 4 days Advocacy trainings as specified below.
December 2023Design, facilitate and deliver advocacy 4 days training for 12 adolescent girls in Hetauda Metropolitan City, Makwanpur (1 Training)
August 2024Design, facilitate and deliver 4 days advocacy training for 12 adolescent girls in Godawori Municipality, Kailali (1 Training)
  • Submission of brief report after completion of each training.

7. Required Qualification and experiences:

  • The team of applicants should have a master’s degree in relevant discipline, preferably in Human Rights, Law, Sociology with at least 3 years’ experience in the advocacy work in related field.
  • Experience of designing and delivering Advocacy training in related field with focus on youth and adolescents.

1. Overview

Rural Health and Education Service Trust (RHEST) is a national non-government organization. Since its establishment in 1993, RHEST has been working to promote women and girl’s rights through various programs. The Stop Girl Trafficking (SGT) and In Honor of Amar (Amar) are the largest programs of RHEST in addition to its other smaller programs such as maternal health and nutrition programs.

RHEST is calling for EoI from interested firms to develop the web-based application for tendering. The objective of the tendering is to streamline and improve the efficiency of the tendering process in a digital environment. 

2. Objectives

The major objectives of this consultation service is to:

  • Develop a comprehensive user experience (UX) design that is intuitive, user-friendly, and accessible to both RHEST and suppliers.
  • Design a robust and scalable system architecture that can handle the anticipated volume of tendering activities and user traffic.
  • Implement security measures and protocols to protect sensitive data and ensure the integrity of the tendering process.
  • Implement business logic and workflows to automate tendering procedures, including tender creation, bidding, and evaluation. 
  • Provide ongoing maintenance and support services to address any technical issues, bugs, or security vulnerabilities that may arise.
  • Monitor system performance and usage trends to optimize the E-Tender platform for efficiency and scalability.

3. Scope of Work

  • Domain analysis and consultation – The firm, in consultation and coordination with RHEST officials will discuss on:
    • Detailed requirement for the tender application
    • Development platform, hosting environment, and cloud storage
  • Web Solution – After domain analysis and requirements analysis, the firm will involve dedicated team in designing and developing tender application, as per the requirements enlisted in the requirement section.
  • Documentation – Upon completion of the web solution, the consulting team will provide the following documents:
    • A work completion report
    • A comprehensive user manual in the English language with all necessary flow charts and screenshots
  • Handover – Upon completion of the system development, the consulting team will handover following:
    • Conduct a handover to RHEST officials. The handover will compulsorily include the updated and functional source code along with the signed document for the web application.
    • Conduct capacity development training for RHEST officials. The training will be a technical orientation to the Admin and ICT team.

4. Technical Requirement

  • Web server infrastructure to host the application.
  • Sufficient server resources (CPU, RAM, storage) to handle user traffic and data storage.

1. Job Title:  Senior Finance Officer (SFO)

Reports to: Director of Finance

Role overview

The Senior Finance Officer will be responsible for the financial management of RHEST's In Honor of Amar (Amar) Program funded by American Himalayan Foundation (AHF) and Foundation for a Just Society International (FJSI). The Senior Finance Officer will work closely with the Director of Finance and Program Manager-Amar. 

Responsibilities

The responsibility of the Senior Finance Officer includes, but not limited to the following-

1. Budgeting, planning and finance management

  • Prepare annual budgets and financial forecasts.
  • Ensure compliance with accounting rules and regulations of the organization, Donor and Government of Nepal.
  • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete. 
  • Ensure the accounts of all transactions are up to date.
  • Assist in development of financial strategies,
  • Assist in developing and managing financial systems.

2. Monitoring and Reporting

  • Prepare various periodic and ad hoc financial reports, including for donor reporting as needed,
  • Perform variance analyses to assist with decision-making and proper management of financial resources.

3. Audit Support 

  • Provide information and documentation required for internal as well as external audits, donor audits. 
  • Provide support to prepare Audit action plan and ensure effective implementation of the plan.

Qualifications:

  • Bachelor's degree in finance or related field with 3 years' experience in similar role. A master's degree is preferred.
  • Strong knowledge of financial reporting, budgeting, and financial analysis.
  • Knowledge of relevant financial regulations and compliance standards.
  • Familiar with financial software preferably FAMAS.
  • Excellent analytical and problem-solving skills and ability to work independently and as part of the team.

Responsibilities

  • Receive visitors by greeting them, in person or on the telephone; answering or referring to inquiries. 
  • Manage incoming calls and route them to the appropriate individuals or departments and take messages and ensure prompt follow-up.
  • Maintain a petty cash ledger or logbook to track expenses and balances.
  • Schedule appointments and maintain calendars for staff members.

1. Background

Rural Health and Education Service Trust (RHEST) is a national non-government organization. Since its establishment in 1993, RHEST has been working to promote women and girl’s rights through various programs. The STOP Girl Trafficking (SGT) and In Honor of Amar (Amar) are the largest programs of RHEST in addition to its other smaller programs such as maternal health and nutrition programs.

The primary beneficiaries of RHEST programs are the girls at most risk to trafficking, child labor, unsafe migration, and child marriage because of their vulnerable social and economic setting. Aiming at protecting these girls from trafficking, unsafe migration, child labor, and child marriage, the Amar program, in partnership with the Foundation for a Just Society (FJS), provides educational support to girls in grades 11, and 12. Educational support to girls includes also technical education in various subjects.

The objective of the Program is to prevent human trafficking and gender-based violence amongst girls especially from marginalized groups through education. The Program contributes to the organization's goal to prevent human trafficking and gender-based violence in Nepal. The Program involves girls at risk as beneficiaries of the education support as well as aims to develop them into Activist to contribute to the program objective. The Program also contribute to strengthen the capacity of RHEST and its partner organizations in achieving this.

Through this program, RHEST aims to build the capacity of 125 RHEST Alums (girls who have received RHEST's support and completed SEE) and local school teachers to develop them as Mental health first aider. After the training, the participants are expected to raise awareness as well as advocate about the importance of mental health in their communities.

2. Objectives of the assignment

The objective of this assignment is to design and conduct Mental Health First Aid Training for 125 RHEST Alums and local school teachers in 4 Clusters for three year period, beginning from the current FY. The training is expected to enable the participants to-

  1. raise awareness and advocate about mental health awareness in their communities,
  2. support adolescents in managing their mental health and prepare them to respond effectively to the urgent needs of distressed individuals.
  3. identify cases from communities, provide initial counselling and refer to concerned for further action.

3. Scope of the assignment:

The consultant/consulting firm is expected to carry out following activities:

  • Design and conduct Three-day Mental Health First Aid training to 125 RHEST Alums in 4 Clusters in first year (current FY) i.e, Four Trainings in total.
  • Design and conduct one and half day Refresher Training in the second and third year of the to same participants in four Clusters i.e, Four Trainings in total/ each year.

4. Key Deliverables

Design and Conduct Twelve Trainings in total in the period of three years (Four Training each year) as specified in Clause 3,

Submission of brief report of each trainingafter completion of each training and compiled report after the completion of all the scheduled training each year.

  • The team of applicants should have a Master’s Degree in relevant discipline
  • Proven track record in designing and delivering training sessions, with a focus on youth and adolescents with at least 5 years of professional experience in the psychosocial and counseling field, dealing with the mental health issues of adolescents, children, and women in peri urban and rural part of Nepal.
  • Understanding of gender-based violence, various forms of abuse, and harmful socio-cultural practices and trauma healing to address the difficulties faced by these age groups with Zero tolerance, leave no one behind and Human rights perspective.

Responsibilities

Role overview

As a member of the senior management team (SMT), DAF will lead the overall financial and administrative management of RHEST and its programs. S/he will manage cash flow, statutory requirements, procurement/logistics, financial forecasting, NGO compliances, asset inventory, and office maintenance/insurance.

Key Responsibilities

Budgeting, planning and finance management 

  • Leads the overall and program-wise budget planning and their review and consolidation. Ensures control of expenditures and distribution of resources in accordance with the organization’s policies and procedures
  • Analyzes organizational Annual Cost Recovery Plan and funding gaps and shares them with the SMT 
  • Guides the finance teams to prepare a budget of the programs and Partner NGOs(PNGOs) and to make budget for the new proposals

Monitoring and reporting 

  • Develops, monitors, reviews, and  updates the finance and admin status from the perspectives of cost effectiveness and quality assurance
  • Finalizes the periodic and annual financial reports drafted by the admin and finance teams. Ensures the timely discussion/s on the financial reports with the Executive Board and SMT and submits them to the  donors and government (when applicable)as per the requirement 
  • Supports the admin and finance team/s to keep up to date financial data and information

System (admin, finance, and governance) development and maintenance

  • Review the existing policies and procedures and make sure they are compliant with the donors, Social Welfare council (SWC), and relevant laws and regulations of governments and organization’s objectives and goals.
  • Recommends the E. Board and Executive Director for the making the required laws policies strategies and procedures, amending the existing ones if they fail to meet the requirements of the donors, Social Welfare Council(SWC), and relevant laws and regulations of the government/s

  • Promotes Institutional development of RHEST by contributing to proposal writing, finding new funding and partnership management
  • Coordinate with the renewal of the organization and periodic monitoring of the RHEST activities by the government (SWC)

Personal Specific

Qualification and experience

  • A Master's Degree in Finance Management from a recognized University;
  • At least eight years of work experience in related field in I/NGOs and private sectors as a member of SMT 
  • Experience in handling large scale portfolios, financial and admin management, and admin and finance policies and procedures are preferred.

  • Good understanding of the project cycle management and financial monitoring tools and indicators 
  • Sound knowledge of the external (political , social, economic, and crises and conflict ) factors with the project management impact

Program Assistant (PA)

RHEST is dedicated to ending all forms of violence against women, including human trafficking, child marriage, and child labor. Currently, RHEST is supporting the formal education of more than 12,500 vulnerable girls in the rural communities in 18 districts of Nepal. Women and girls’ empowerment and reproductive health are other focused areas of RHEST’s programs.

RHEST is looking for qualified candidates for the post of Program Assistant (PA) for its Headquarters in Kathmandu.

Duration of Assignment: One year with possible extension

Duty Station: Headquarters in Kathmandu with frequent field visits in the program municipalities.

Key Responsibilities:

  • Support Sr. Program Assistant in preparing monthly communication report.
  • Selection of letters, drawings based on various themes and share with the PMs.
  • Inform beneficiaries and schools about field visits and request for required documents via email, phone calls.
  • Build and maintain a good relationship with program-supported schools, beneficiaries and parents.
  • Identify issues of the supported girls reported through phone calls, SMSs. Prepare a short gist and share with PM.
  • Support program officer in preparing college letters, and other letters, documents as and when required.
  • Identify capacity needs of beneficiaries and program challenges while receiving and dealing with beneficiaries and report it to PM.
  • Closely monitor the communication details of beneficiaries and follow with the beneficiaries who are not in regular contact.
  • Listen to the beneficiaries, counsel them and if needed refer the case to the higher authorities. Proper documentation and follow up of such cases.

Qualifications

  • Bachelor’s Degree in social sciences, management, or any discipline.
  • Minimum of 1 years of relevant work experience.
  • Experience and willingness to work in the remote and underserviced communities.
  • Computer literacy in Microsoft Word and Excel.
  • Demonstrable written and spoken skills in the Nepali language. Good English written and spoken skills are desirable.
  • Good organizational skills with ability to prioritize multiple tasks and coordinate with multiple stakeholders.
